Why can't you specify both resizable table columns and scroll table data

Why can't you specify both resizable table columns and scroll table data in a List table specification?

The resizable table columns is very helpful when resizing to fit a phone.

Scroll table data is very nice for long lists of data to avoid having to separate into pages but still view headings.

Or maybe there is a way to do it I could not find/don't know how to do?
